Am 1. Januar 2021 wird der CO2-Preis im Wärmemarkt eingeführt. Er startet bei 25 EUR/t und steigt dann bis 2026 planbar auf 65 EUR an, bevor der Preis ab 2027 in einem Emissionshandel frei bestimmt wird und nach den meisten Schätzungen dann schnell dreistellig werden wird.

Im Jahr 2019 galt er bei den Beschlüssen des Klimakabinetts 2019 noch als Hoffnungsträger zur Erreichung der Klimaziele. Heute ist davon wenig zu spüren. Der Preis gilt als zu niedrig angesetzt, um eine starke Lenkungswirkung zu entfalten. Die Regierungskoalition ist außerdem zerstritten bei der Frage, wer ihn bezahlen soll: Mieter, Vermieter, oder beide? Wenn keine Begrenzung der Umlagefähigkeit beschlossen wird, dürfen Vermieter erst einmal den kompletten CO2-Preis als Teil der normalen Heizkosten auf Mieter umlegen, denn der Energielieferant schlägt den CO2-Preis einfach auf die Energierechnung auf und muss ihn aktuell nicht einmal getrennt ausweisen.
