Deutschland erreicht dank Corona-Lockdown die Klimaziele für 2020 – nur der Gebäudebereich verfehlt sein Sektorziel. Das ging aus den gestern vorgestellten, vorläufigen Emissionsdaten des Umweltbundesamtes (UBA) für das Jahr 2020 hervor, die erstmals nach den Vorgaben des Bundesklimaschutzgesetzes vorgelegt wurden. Was bedeutet das für die Immobilienbranche?

Mit dem Klimaschutzgesetz wurden 2019 für jeden Wirtschaftssektor eigene Klimaziele für das Jahr 2030 und Zwischenziele für jedes einzelne Jahr auf dem Weg dorthin festgelegt. Dies soll eine faire Lastenverteilung sichern und Verantwortungsdiffusion verhindern. Der Gebäudesektor muss seine direkten Emissionen bis 2030 auf maximal 70 Mio. Tonnen CO2 reduzieren – ein Rückgang von etwa 40% in 10 Jahren. Für 2020 waren 118 Mio. Tonnen erlaubt, ausgestoßen wurden aber 120 Mio. Tonnen. Zum Teil erwartbar waren im Corona-Jahr die Emissionen von Gewerbe- und Handelsimmobilien gesunken, die der privaten Haushalte jedoch gestiegen.

Nun greift im Klimaschutzgesetz ein automatischer Mechanismus: Wenn ein unabhängiges Expertengremium die UBA-Zahlen als belastbar bewertet, muss das für den Gebäudesektor zuständige Innen- und Bauministerium innerhalb von drei Monaten ein Sofortprogramm vorschlagen, dass den Sektor plausibel auf Zielkurs bringen könnte. Der Bundestag müsste dieses dann schnellstmöglich beschließen. Das kann in einem Wahljahr jedoch bedeuten, dass Beschlüsse erst nach der Bundestagswahl im Herbst gefasst werden. Sofortprogramme können von neuen Förderprogrammen bis zu Ordnungsrecht alles enthalten, was politisch möglich ist.

Fazit: Die Emissionen des deutschen Gebäudesektors sinken seit Jahren nicht im nötigen Maße, um den Klimazielen näher zu kommen. Die Zielmarke von 118 Mio. Tonnen für 2020 entsprach in etwa dem Wert von 2018 und war damit noch nicht ambitioniert. Die schwierigen Jahre liegen noch vor uns. Und je länger die Ziele verfehlt werden, desto deutlicher werden absehbar die politischen Gegenmaßnahmen ausfallen. Es lohnt sich also für Immobilienhalter, frühzeitig selbst die Initiative zu ergreifen, um flexible Lösungen zu finden.
