NABERS oder: Warum sind andere Länder so viel weiter beim Thema Klima-Benchmarking als Deutschland?

Wenn es um die Frage geht, wie die Immobilien unserer Kunden im Vergleich beim Thema Energie und Klimaschutz dastehen, kommen drei Probleme immer wieder auf:

  1. Es gibt für Deutschland keine Vergleichsdaten für Gewerbeimmobilien,
  2. unsere Energieausweise beruhen auf veralteten Daten, die die Realität nicht widerspiegeln und
  3. die Verbrauchsdatenermittlung gestaltet sich aufgrund ihrer Komplexität insbesondere für Mietflächen mitunter sehr schwierig.

Warum machen wir es uns in Deutschland so schwer? Manchmal lohnt ein Blick auf Länder, die in der öffentlichen Wahrnehmung nicht unbedingt als Vorreiter beim Thema klimafreundliches Bauen genannt werden: In Großbritannien ist vor 3 Monaten ein Ableger des in Australien seit 20 Jahren etablierten, pragmatischen Bewertungsstandards NABERS eingeführt worden. In einem jährlichen Intervall bewertet NABERS die tatsächliche Gebäudeperformance nach einem Sternesystem (1 – 6 Sterne) und erlaubt dadurch Gebäudeeigentümern ein Benchmarking mit vergleichbaren Gebäuden. So führen Optimierungen und Wettbewerb zu kontinuierlicher Ambitionssteigerung und hoher Markttransparenz – man kann sofort sehen, ob ein Gebäude wirklich gut geplant war und effizient betrieben wird.

Während NABERS in Australien ein staatliches Instrument ist, wird das Rating-System in UK von BRE operativ verwaltet und zusammen mit Better Building Partnerships (BBP) strategisch weiterentwickelt. An der Entwicklung beteiligt war zudem ein Zusammenschluss aus einigen der größten Immobilieninvestoren der Insel, die seit etwa 10 Jahren auch Benchmarking-Erhebungen durchführen. Geboren wurde dies aus der Erkenntnis, dass die Finanzwirtschaft “investment grade” Daten über Nachhaltigkeit und insbesondere Kompatibilität mit Klimazielen benötigt.

Parallel wird zudem ein NABERS “Design for Performance” in Großbritannien eingeführt, um den Planungs- und Bauprozess einer neuen Immobilie so zu begleiten, dass das fertiggestellte Gebäude auch in der Praxis die angestrebten Energiewerte einhält. Dies wird insbesondere für Investoren immer wichtiger, da diese nach Ankauf einer Immobilie keine Überraschungen erleben wollen.

Der Bedarf nach einer verlässlichen, aktuellen und deutschlandweiten Datengrundlage in Bezug auf Gebäude-Benchmarking ist enorm hoch und Akteure aus unterschiedlichsten Lagern suchen händeringend nach Lösungen. Auch bei uns in Deutschland muss möglich werden, was in anderen Ländern schon längst Standard ist.
